Subtensor v484: continuous stake reporting during Subnet dissolution, larger Root claim limit, and EVM Liquid Alpha controls

This release keeps Stake visible and consistently reported while a Subnet is being dissolved, and fixes Root claims for Validators whose Basket holds all 128 Subnets plus TAO. Subnet Owners can now read and set the Liquid Alpha consensus mode through the EVM Subnet precompile. Metagraph displays in the CLI now show the correct token symbols.

Liquid Alpha consensus mode controls in the EVM Subnet precompile

Smart contracts and EVM tools can now read a Subnet's Liquid Alpha consensus mode and, for Subnet Owners, set it to Current, Previous or Auto. Other values are rejected. Existing Subnet Owner authorization, the admin window and hyperparameter rate limits still apply.

Continuous Stake reporting throughout Subnet dissolution

While a Subnet is pending dissolution or being dissolved, unpaid Alpha Stake stays visible in Stake, Delegate, Neuron, metagraph and price views. A position disappears in the same block in which its TAO payout appears, so there is no gap and no double counting. Stake in a pending or dissolving Subnet is reported as unavailable for manual Unstake. Dissolution, settlement and cleanup behavior itself is unchanged.

Root claims were rejected as too heavy for Validators whose Basket holds all 128 non-Root Subnets plus Root/TAO. The limit is raised by one unit so a full Basket can be claimed. A related fee calculation for single-Hotkey claims was also brought in line.
