Subtensor v482: Coldkey swaps can merge into used Coldkeys, new Validate and Weights Proxy types, and a fix for the Null Consensus epoch scheduling stall

This release lets a Coldkey swap merge into a destination Coldkey that already has Stake, Hotkeys or other holdings, and adds a safer announcement flow for swaps. It adds two narrow Proxy types for Validator operations and extends fee payment to three Proxy levels. It also changes Yuma Consensus Miner payouts, enables Emission by default on new Subnets, and fixes a scheduling stall caused by Null Consensus Subnets.

Coldkey swaps can merge into a destination that is already in use

A Coldkey swap no longer fails when the destination already has Stake, owned Hotkeys, identity or Subnet ownership. Stake positions, locks, Hotkeys, Subnet ownership, leases, collateral and pending registrations are merged, while the destination keeps its own identity, account flags and auto-stake settings. The source's auto-stake settings carry over only onto a blank destination, and sending TAO to the destination after the announcement cannot cancel that transfer. A swap to the same Coldkey moves nothing.

Root can reset a Coldkey swap while keeping the Coldkey restricted

Root can now clear a Coldkey swap announcement and its dispute without fully unlocking the account. The Coldkey stays limited to swap-related actions (announce a new destination, dispute, or execute the announced swap) until a successful swap to a different Coldkey or a full reset by Root.

New Validate and Weights Proxy types for Validator operators

Two narrow Proxy types are added for operators who want an operations key with no power over Stake or TAO. The Weights type only allows Weights-setting calls. The Validate type adds serving, EVM key association and Commitments. The Hotkey signs the grant and pays the Proxy Deposit.

New Subnets start with Emission enabled

Newly registered Subnets now start with Emission enabled. Subnet Owners still need to start the Subnet after the start-call delay, and Root can still disable Emission. Existing Subnets are not changed.

Yuma Consensus Miner payouts match the funded mining budget

Under Yuma Consensus, Miner payouts now add up to exactly the funded mining budget and are split according to incentive.

New Coldkey swap announcement that reserves the destination

Swaps can now be announced with the destination in plain form. The destination is checked before the fee is charged and is reserved during the delay, so nobody can register it as a Hotkey in the meantime. The reserved account can release the reservation, and reservations also expire after the re-announcement delay. Every such announcement, including a re-announcement, pays the key-swap cost. A failed swap execution now keeps the announcement instead of consuming it.

Fee payment now follows up to three Proxy levels

When accounts have opted in to having the real account pay fees, the fee can now be charged through three nested Proxy levels instead of two. Each level needs its own consent; if a link lacks consent, the nearest account already confirmed as payer pays.

Fix for a scheduling stall caused by a due Null Consensus epoch

A Null Consensus Subnet that was due could be starved by Subnets ahead of it, which kept the per-block epoch limit low and left many Subnets behind it deferred. A due Null Consensus epoch now takes the block's slot first, so the backlog can drain.

Other changes

Other changes cover btcli and SDK updates (including a prompt for every Subnet identity field so existing identity values are no longer cleared), dependency security updates, and tests and CI.

  • #3041 ↗

Add Validate proxy support to runtime and Python SDK

This PR adds a new 'Validate' Proxy type to the runtime and Python SDK, letting a validator operator submit weights from several Hotkeys through one delegate while blocking any Stake or value transfer.

  • #3194 ↗ Merged

release-482: replace #3041 with Validate and Weights proxy types

This PR replaces the earlier Validate proxy design with two narrower, Hotkey-scoped proxy types ('Validate' and 'Weights'), updates btcli proxy commands accordingly, and removes the SDK's multi-target weight-submission path, affecting validator operators and btcli/SDK users.

  • #3231 ↗ Merged

Run a due Null epoch first so earlier subnets cannot starve it

This PR fixes a scheduler bug so that a due Null-consensus epoch now always runs first in its block, preventing earlier Subnets from starving it and unblocking the hundreds of deferred Subnets on testnet.

  • #3239 ↗ Merged

Keep coldkeys locked after sudo swap reset

This PR adds a new root-only extrinsic that lets Root clear a Coldkey swap announcement and dispute while keeping the Coldkey locked for recovery, affecting Coldkey swap dispute handling.

  • #3258 ↗ Merged Listed under other changes

Prompt for every subnet identity field

This PR fixes btcli's 'sudo set-identity' command to add a flag and prompt for every subnet identity field instead of silently wiping fields that weren't specified, affecting Subnet owners who update their subnet identity.

  • #3267 ↗ Merged

Allow coldkey swaps to merge into already-used destinations

This PR allows a Coldkey swap to merge into a destination Coldkey that already has Stake, Hotkeys, or other associations instead of being blocked, and adds a new 'announce_coldkey_swap_v2' call that validates and reserves the destination before charging the fee, affecting users performing Coldkey swaps.

  • #3270 ↗ Merged

Support fee payment through three proxy levels

This PR extends the fee-payer resolution logic to follow Proxy chains up to three levels deep, so the correct originating account is charged even through a nested proxy-and-batch call, affecting users who set up multi-level Proxy delegations.

  • #3271 ↗ Merged

release-482: coldkey-swap merge, Yuma payouts, Validate/Weights proxies, proxy fee depth, emission default-on

This PR is the release-482 bundle that combines Coldkey swap merging, Yuma miner payout fixes, the new Validate/Weights Proxy types, three-level Proxy fee resolution, and default-on Subnet Emission for new Subnets, affecting all mainnet and testnet users through the spec_version 482 upgrade.

  • #3272 ↗ Merged

Prevent destination dusting from deleting auto-stake policy during coldkey swap

This PR fixes a race condition in Coldkey swaps where dusting a reserved destination account after announcement could delete the source Coldkey's auto-stake policy instead of transferring it, affecting users performing V2 Coldkey swap announcements.
