Subtensor v477 fixes root claims on testnet and node log display

This release fixes a testnet issue where claiming Root rewards for a single Hotkey was rejected because of an oversized resource reservation. Mainnet behavior is unchanged. Node logs also display sync and block-import messages correctly.

Testnet Root claims no longer rejected for oversized weight

On testnet, claiming Root rewards for a single Hotkey could fail validation even with an empty Basket, because the transaction reserved more resources than a normal transaction allows. The reservation is restored to the smaller single-Hotkey size. Mainnet is unchanged, and Baskets with more than 128 holding rows remain too heavy to claim.

Other changes

Node logs no longer show raw color codes in sync and block-import messages, and the runtime version and Python package versions were bumped.

    fix logs

This PR fixes node log output by using a vendored sc-informant crate so that colored sync and block-import messages display correctly instead of showing literal escape codes, benefiting anyone running or monitoring Bittensor nodes.

Fix oversized testnet root claim weight reservation

This PR restores the correct, smaller weight reservation for claim_root_with_hotkey on testnet so empty or small baskets no longer fail transaction validation, with no change to mainnet behavior, affecting testnet Validators and Hotkey holders making Root claims.
